Schedule L - Report of Eckler Partners Ltd. Activities

The firm of Eckler partners Ltd. was engaged to provide the Trust Fund with continuing actuarial advice during the year. In 1999, Eckler Partners had completed the initial actuarial valuation of the assets and liabilities of the Trust Fund that was used before the courts in seeking approval of the settlement agreement. This year, they completed the first triennial actuarial valuation of the assets and liabilities of the Trust Fund as at December 31, 2001.

During the year, Eckler Partners also appeared before the courts in Toronto, Montreal and Vancouver to review their report; provided advice with respect to lifting the $5,000 holdback in respect of Level 2 claimants; assisted the Joint Committee in a number of areas including quarterly interest accumulations and allocations to the outstanding liabilities for the provincial governments, the ongoing review of investment, claims and financial experience; provided updates to the payment schedules and compensation limits for increases in inflation; and other miscellaneous items.
