Schedule D – Canadian Blood Services' Expenses

Re: Canadian Blood Services' Expenses

We have performed the procedures listed below in connection with Mr. Justice Winkler's Court Order (the "Order") dated December 19, 2002 regarding approval of the Canadian Blood Services Revised Cost Recovery Budget Proposal (the "Budget") for the year ended March 31, 2003. This is in regards to services to be provided by the Canadian Blood Services (" CBS") to the Administrator of the 1986 -1990 Hepatitis C Fund (the "Fund") in the amount of $399,763 (excluding Goods and Services Tax) for the year ended March 31, 2003:

  • Review of the Order and the Budget;
  • Detailed discussions regarding how costs are determined by CBS and allocated to the Fund;
  • Detailed analytical review of CBS' claimed expenses for the year compared to the Order and the Amendment; and,
  • Examined on a test basis evidence supporting amounts recorded as expenditures for the year.

The total amount of expenses incurred by CBS for the year ended March 31, 2003 was $303,301 (excluding Goods and Services Tax) (Appendix).

As a result of applying the above procedures, we have found no exceptions.

These procedures in themselves are not sufficient to constitute an audit of CBS' expenses and therefore we express no opinion thereon.

This report is solely for your use in connection with your assessment of expenses incurred by CBS for the year ended March 31, 2003.

Note:

  1. CBS received $25,000 of funding through a settlement with the Canadian Red Cross Society (CRCS) with respect to the National Blood Program Acquisition Agreement.
  2. Travel Expenses include $10,322 of appeals-related travel costs. Instructions from the Joint Committee were that these expenses were supposed to be recovered directly from Fund Counsel. CBS believes the CRCS funding of $25,000 should be applied against these expenses. Hence, the Fund is not paying for these costs.
  3. Traceback Investigations and Deficient Cases were approved separately in the Budget; however, they were not tracked separately by CBS in recording their expenditures, and have thus been grouped together for purposes of this report.
