Re: Canadian Blood Services' Expenses
We have performed the procedures listed below in connection with Mr. Justice Winkler's Court Order (the Order) dated June 19th, 2001 regarding approval of the Canadian Blood Services Revised Cost Recovery Budget Proposal for the period of April 1, 2001 to March 31, 2002 (the Budget.) This is in regards to services to be provided by the Canadian Blood Services ("CBS") to the Administrator of the 1986 -1990 Hepatitis C Fund (the "Fund") in the amount of $1,074,840, (excluding Goods and Services Tax) for the one-year period ended March 31, 2002:
- Review of the Order and the Budget;
- Detailed discussions regarding how costs are determined by CBS and allocated to the Fund;
- Detailed analytical review of CBS' actual expenses for the year compared to the Order and the Amendment; and,
- Examined, on a test basis, evidence supporting amounts recorded as expenditures for the year.
The total amount of expenses incurred by CBS for the one-year period ended March 31, 2002 was $877,289 (excluding Goods and Services Tax) (Appendix).
As a result of applying the above procedures, we have found no exceptions.
These procedures in themselves are not sufficient to constitute an audit of CBS' expenses and therefore we express no opinion thereon.
This report is solely for your use in connection with your assessment of expenses incurred by CBS for the one-year period ended March 31, 2002.
